Having a resources page on your website could be very beneficial for you. For example, you could list helpful resources for you web visitors here which would keep them coming back to your website.
Further, you could use this page to list websites that are of relevance to your website who will hopefully give you a link back to your website from there's in exchange or as a Thank-you. The greater the number of relevant links to your website the better for search engine optimization reasons and ultimately the better for increasing the number of visitors to your website.
Links from link exchanges and "link farms" are actually not very valuable to you and in fact may hinder your efforts to get listed at the top of the search engines. Relevant links however, play a positive role in assisting you to reach the much sought after high placement on the Search Engines like Google for the keywords you are targetting.
